Saudi Arabia has approved updated regulations and classification standards for accommodation facilities serving pilgrims during the 2027 Hajj season, as part of efforts to improve hospitality services in Makkah and Madinah.
The Ministry of Tourism has also approved a schedule of violations for facilities accommodating pilgrims. Ministry spokesperson Nasr Alansari said the new rules aim to strengthen regulatory standards, improve facility readiness and ensure accommodation meets safety and service requirements.
The standards cover operational readiness, safety, maintenance, cleanliness, essential services and guest facilities. Accommodation will be classified into two categories — economy and first class — with specific requirements for each.
A multi-stage inspection system will include checks before licensing, before operations begin and throughout the operating period to ensure compliance and service quality.
The ministry urged operators seeking licences for the 2027 Hajj season to begin preparations early, complete necessary maintenance and meet all requirements before submitting applications.
