Decrees Issued to Implement Unified GCC Land Transport Law

His Majesty King Hamad bin Isa Al Khalifa issued four decrees covering the implementation of the Unified System (Law) for International Land Transport between the Gulf Cooperation Council (GCC) member states, and appointments to the boards of the University of Bahrain, the Labour Market Regulatory Authority (LMRA), and the Real Estate Regulatory Authority (RERA).

Under Decree (44) of 2026, the Ministry of Transportation and Telecommunications is the competent authority under Decree-Law (35) of 2025, which approves the Unified System (Law) for International Land Transport between GCC member states.

The decree was issued based on a proposal by the Prime Minister and following Cabinet approval.

This measure establishes the ministry as the authority responsible for the relevant provisions of the unified GCC land transport framework, supporting its implementation in Bahrain.

The decree stipulates that the Prime Minister and the ministers, each in their respective capacity, shall implement its provisions. It will take effect from the date of issuance and be published in the Official Gazette.

Board Appointments

  • Decree (43) of 2026: Yousif Salahuddin Ibrahim Salahuddin appointed to the University of Bahrain Board of Trustees, succeeding Sonia Mohammed Janahi.
  • Decree (42) of 2026: Hassan Bader Ahmed Kaiksow appointed to the LMRA Board of Directors, succeeding Mohammed Abduljabbar Mahmood Al Kooheji.
  • Decree (41) of 2026: Khalid Ali Yousif Abdulrahman appointed to the RERA Board of Directors, succeeding Basem Mohammed Al Saei.
