New measures will strengthen monitoring and compliance ahead of the planned HCFC import ban by 2030.

Bahrain has reduced its consumption of hydrochlorofluorocarbons (HCFCs) by 74% from its baseline by 2025, exceeding targets under its national phase-out plan, the Multilateral Fund for the Implementation of the Montreal Protocol said.
The Fund highlighted Bahrain’s experience in a special report after approving the third and final phase of the Kingdom’s Hydrochlorofluorocarbon Phase-out Management Plan (HPMP), led by the Supreme Council for Environment.
The report praised Bahrain’s regulatory system for refrigerant gases, including licensing requirements for technicians and companies, controls on refrigerant imports, and measures requiring the recovery, recycling and reclamation of gases.
Bahrain is also the first country in the region to ban non-refillable refrigerant cylinders, the Fund said.
The national system now covers around 1,100 licensed technicians and 3,000 licensed companies and workshops, supported by a database used for licensing, inspections and monitoring.
Bahrain has also established a National Refrigerant Reclamation Centre and four refrigerant gas filling centres, while introducing digital systems to regulate imports and exports.
The final HPMP phase will focus on stronger digital monitoring, reporting and compliance systems, with Bahrain planning to ban HCFC imports by 2030.
The Fund said Bahrain’s experience provides a strong foundation for future refrigerant management and implementation of the Kigali Amendment.
